MOSCOW (AP) ? Security forces have foiled a Chechen-linked plot to assassinate Prime Minister Vladimir Putin, state television said Monday in a report likely to boost support for the Russian leader in a presidential election less than a week away.
Other candidates questioned the timing of the report, which comes as Putin and his party face unprecedented protests following a scandal-marred parliamentary election. The Communist Party candidate called the report a "cheap trick."
The report, which included televised confessions, said the suspects were arrested in Ukraine and linked to a Chechen rebel leader who has claimed responsibility for terror attacks in Russia.
Putin has portrayed himself as a strong protector of Russia's national interests and has counted the victory over Chechen separatist rebels as one of the key achievements of his 12-year rule. The report casting him as a terrorist target could draw public sympathy and help secure his victory by a wider margin.
Putin, who was Russia's president from 2000 to 2008 and has been prime minister since then, is running for a third, now six-year presidential term. He is expected to win easily against four Kremlin-approved challengers, but the wave of protests since December's parliamentary election has undermined his image as a strong, popular leader.
Channel One said the suspects, acting on instructions from Chechen warlord Doku Umarov, were preparing to kill Putin in Moscow immediately after Sunday's election. It said the suspects were arrested in Ukraine's Black Sea port city of Odessa after an accidental explosion Jan. 4 while they were trying to manufacture explosives at a rented apartment.
The Ukrainian Security Service said earlier this month it had detained a man sought by Russian authorities on charges of terrorism and two of his accomplices in Odessa on Feb. 4, but said nothing at the time about them being linked to an anti-Putin plot.
Its spokeswoman, Marina Ostapenko, said Monday the announcement in Moscow came only now because the Russian special service was conducting its own investigation. She confirmed the main suspect was involved in a plot to kill Putin, but didn't elaborate.
There was no immediate explanation for the different number of suspects cited by Russia and Ukraine.
Channel One said the source for its information was Russia's Federal Security Service, the main KGB successor agency dealing with domestic security. The agency refused to comment.
Umarov, whose whereabouts are unknown, has not responded to the allegations.
A Chechen rebel website, KavkazCenter, shrugged off the report about the assassination plot as "election propaganda nonsense." The website noted that the explosion in Odessa was initially reported to have been caused by a gas leak and then that the men were preparing the explosives for a contract hit on a local businessman.
Three veteran party leaders on the presidential ballot differed on whether the report could be believed, but all said they suspected the news was intentionally delayed until shortly before the election to provide maximum benefit to Putin.
Sergei Mironov, leader of the socialist Just Russia party, said the assassination plot was plausible. The others disagreed.
Gennady Zyuganov, the Communist leader running second in the polls, called the report "a cheap trick that reeks," the state RIA Novosti news agency quoted him as saying.
The nationalist party leader, Vladimir Zhirinovsky, said the assassination plot was invented by political spin doctors and designed to appeal to "poorly educated old ladies" and housewives, the news agency reported.
The majority of Russians get their news from state-controlled television, whose blanket coverage of Putin casts him as the defender of a stable and prosperous Russia.
Putin spokesman Dmitry Peskov said the statements linking the reported plot to the campaign were "blasphemous."
Channel One said two of the alleged members of the group arrived in Ukraine from the United Arab Emirates via Turkey with instructions from Umarov, the top military leader for the Chechen rebels. One of them, a Chechen, was killed during the accidental explosion in Odessa and the other one, Kazakhstan citizen Ilya Pyanzin, was wounded in the blast and arrested.
Pyanzin led the investigators to their contact in Odessa, Adam Osmayev, a Chechen who previously had lived in London and had been sought by Russia since 2007, the report said. The TV station showed footage of Osmayev's arrest in Odessa with black-clad special troops bursting in and a half-naked, bloodied Osmayev on his knees, his head bowed down.
Speaking to Channel One from custody in Ukraine, Osmayev described the group's mission: "Our goal was to go to Moscow and try to kill Prime Minister Putin ... Our deadline was after the Russian presidential election."
Both of Osmayev's hands were bandaged, and his face was covered in green dots from an antiseptic used to treat his cuts.
He said he wouldn't have become a suicide bomber, but the other Chechen who was killed in the accidental explosion might have agreed. Osmayev added they considered using powerful military mines that would have made a suicide mission unnecessary.
Umarov, the Chechen rebel leader, has claimed responsibility for a number of attacks against Russia, including a January 2011 suicide bombing at Moscow's Domodedovo airport that killed 37 people and injured more than 180. He also had warned that many more such attacks would follow if Russia did not allow the Caucasus to become an independent Islamic state governed by Sharia law.
Umarov also claimed responsibility for the double-suicide bombing of Moscow's subway in March 2010 that killed 40 people.
He is seen more as an ideological than a military figure, as many militant cells operate autonomously and shun centralized command.
In response to Russia's opposition protests, Umarov issued a statement this month ordering his men to avoid hitting civilian targets, saying that civilians should be spared because they have risen up against Putin.
Channel One said Osmayev had led the investigators to a cache of explosives near a Moscow avenue that Putin uses to travel between his office and a suburban residence. A Russian security officer told the television station that the suspects also had videos of Putin's convoy taken from different angles to prepare for the attack.
Pyanzin, who also confessed on film, was shown saying the group were to sabotage economic facilities and then try to kill Putin.

INDIANAPOLIS (AP) ? LeBron James and Dwyane Wade found a way to motivate their teammates Tuesday night.
They challenged them to play for history.
James scored 23 points and nearly produced his first triple double in 11 months as Miami rolled to a 105-90 victory at Indiana to become the first NBA team in 33 years to win three road games in three nights.
No big deal to these All-Stars.
"I think as far as team chemistry, we got better every single night," James said. "Tonight we had 17 assists. We rebounded and defended. When we do that, we're very, very tough to beat and it shows the professionalism of the group."
Some thought it was time for Miami's remarkable run to come crashing down.
They were playing their fourth road game in five days and were facing a team that had just gotten a two-day break and had hoped to make amends for a 35-point loss last month in Miami.
Instead, Indiana got Miami at full power.
After a quick start, the Heat dominated every facet until the closing minutes when the Pacers finally started trimming the lead.
Miami matched the three-game feat last achieved by Phoenix from Dec. 21-23, 1979. Miami also became the first team to win each of the three games by double digits since Milwaukee from Nov. 20-22, 1970. Plus, at 23-7, Miami has now tied the franchise's best start.
"Our guys wanted this challenge and we were well aware it had not been done in 40 years, to back-to-back-to-back on the road and be able to stay focused," said Heat coach Erik Spoelstra, who wasn't even a month old when the Bucks pulled off their feat. "We threw out anything we could have used as a crutch."
And the Heat never gave Indiana a chance.
Things were going so well at halftime that James turned to the crowd and acted like he was reeling in a fish. Then during a third-quarter timeout, Mike Miller grabbed something resembling a rope from the team trainer and acted like he was going to bring in a steer. There were smiles all around all night long.
But instead of looking fatigued, the Heat did all the little things right ? making crisp passes, playing strong defense and rarely giving the Pacers (17-11) an open lane to the basket.
James had nine points and six assists in the first 14 minutes. He finished with nine rebounds and seven assists.
Wade made his first five shots and had 10 points in a little more than eight minutes.
Rookie Norris Cole tied his season-high with 20 points, and Chris Bosh had 13 points and seven rebounds.
And there was no letdown anywhere. Miami limited the Pacers (17-11) to 6-of-23 shooting in the first quarter and only a late flourish allowed the Pacers to finally climb over the 40 percent mark.
It was downright ugly for Indiana, which lost its fourth straight.
"Pretty embarrassing," Indiana center Roy Hibbert said after scoring 10 points. "They just hit us at the start and we just weren't able to recover. ... None of us came ready to play tonight."
David West led the Pacers with 14 points and Paul George had 12, not nearly enough to avoid a fourth consecutive loss. Even worse, the Pacers (17-11) lost leading scorer Danny Granger with a sprained left ankle late in the first quarter. He did not return, finished with three points and could miss more time this week.
"Yeah, that's my anticipation," Pacers coach Frank Vogel said of Granger. "I don't think he can play (Wednesday at Cleveland)."
Pacers fans had hoped for more after the weary Pacers finally got a two-day break.
But James and the Heat never game Indiana a chance.
Miami used an early 10-0 run to take a 23-9 lead less than eight minutes into the game and led 33-16 after the first quarter. It extended the lead to 51-24 midway through the second quarter and led 68-39 at the half.
Indiana never got closer than 20 until A.J. Price put in a layup to make it 101-83 with 1:49 left in the game, and the Heat got a well-deserved day off.
"I am not looking at Friday right now, I'm looking for a day off," a relieved James said. "Tomorrow's going to be the best day of my life."

A January 31 poll by Gallup shows that the president's approval rating is at 50 percent or higher in only 10 states and Washington, D.C.
"Historically, the best predictor of a president's re-election chances has been approval rating," the New York Times reported Wednesday. "Since World War II, every president with an approval rating a few points above 50 percent has won re-election. Every president with a rating clearly below 50 percent has lost."
However, while Times reporter David Leonhardt suggests a pending "nail-biter" if you "cut through some of the noise of the coming campaign" and focus on Obama's approval numbers, he failed to point out that Gallup showed Obama's approval was 50 percent or higher in 16 states and D.C. just six months ago.
"If President Obama carries only those states where he had a net positive approval rating in 2011," the Washington Examiner reported Wednesday, "Obama would lose the 2012 election to the Republican nominee 323 electoral votes to 215."

"I've got four years and -- year from now, I think people are going to see that we're starting to make some progress, but there's still going to be some pain out there. If I don't have this done in three years, then there's going to be a one-term proposition."

SPICEWOOD, Texas (AP) ? Tanker trucks loaded with water have become the lifeline for a Texas lakefront village that came precariously close to becoming the state's first community to run out of drinking water during a historic drought.
Spicewood got its first delivery of water Monday under dark clouds and rain. The 8,000-gallon water delivery arrived after it became clear the village's wells could no longer produce enough water to meet the needs of the Lake Travis community's 1,100 residents and elementary school, said Clara Tuma, spokeswoman of the Lower Colorado River Authority.
The town uses wells, not the nearby lake, for its drinking water. Ryan Rowney, manager of water operations for the authority, said it plans to truck water into the Central Texas town for several more weeks while exploring alternatives, including drilling a new well or piping water from Lake Travis. But the agency doesn't want to rush into any project, and prefers for now to pay $200 per truckload of water while ensuring the tens of thousands of dollars it will cost to find a permanent solution are well-spent.
Several towns and villages in Texas have come close to running out of water during the driest year in Lone Star State history, but until now none has had to truck in water. Most found solutions to hold them over, often paying tens of thousands of dollars to avoid hauling water, a scenario that conjures up images from the early 1900s, when indoor plumbing was a novelty.
"The hauling of water is just a Band-Aid approach. It's just a short-term approach," said Joe Don Dockery, a Burnet County commissioner that oversees the Spicewood area.
The Lower Colorado River Authority realized last week how dire the situation was, and informed Dockery on Monday. By the next day, the situation was worse ? the well had dropped an additional 1.3 feet overnight. The severest forms of water restrictions were put in place, and the authority said there would be no new hookups to the town's water supply.
Water still ran Monday through pipes and faucets of Spicewood. But instead of being pumped from wells into the community's 129,000-gallon storage tank ? a two day's supply of water ? the already treated liquid will be hauled in from 17 miles away, treated a second time and put into the town's water system.
"If we need to haul every day, we will. This will probably go on for several more months," Rowney said.
Trucks, including at least one 6,000 gallon tanker, will make about four or five deliveries a day, Rowney said, but the town will still have to remain under the severest water restrictions.
"All you can do is take a bath, a shower, and that's really all you're allowed to do. You can flush the commode, but even that we're asking people to do judiciously," Rowney said.
Spicewood, about 35 miles from Austin, is home to many retirees who spend their weekdays in the city and drive to their lakeside homes on the weekends. Residents are now being careful, taking shorter showers, and some are even bringing their clothes to Laundromats.
Until last week, when it became clear they could run out water, the most exciting event in Spicewood was the upcoming wild game chili cook-off advertised on a roadside sign at the entrance to the small community.
"When we had water it was pretty nice here," deadpanned Riley Walker a 73-year-old state transportation employee.
Walker bought land in Spicewood in 1988 when only a handful of families lived here. He built a house and moved into town full time in 2002.
"I have faith they will haul water in. They don't really have a choice; there are a lot of people here," Walker said.
Joe Barbera, president of the local property owner's association, said residents have been "really worried about this for a long time now," but have always been conservation minded.
"You look around and you don't see any immaculate lawns," he added. "This is just normal use for a normal community."
For more than a year, nearly the entire state of Texas has been in some stage of severe or exceptional drought. Rain has been so scarce lakes across the state turned into pools of mud. One town near Waco, Groesbeck, bought water from a rock quarry and built a seven-mile pipeline through a state park to get water. Some communities on Lake Travis moved their intake pipes into deeper water. And Houston started getting water from an alternative, farther away reservoir when Lake Houston ran too low.
Although it has started to rain more this winter, it's not enough to fill the state's arid rivers and lakes.
A few inches of rain certainly won't be enough to fill Spicewood's wells.
"We're talking about rainfall events of 20 inches plus. Huge, huge flood events to bring the lake levels up," Rowney said. "The downside of that is that everyone's praying for a flood, well floods can be bad too."
